chore(MCN工作台): 提交工作台数据库副本，移除其 ignore 规则

- mcn-work-shop/mcn-plugin.db 改为提交（撤销 **/mcn-work-shop/mcn-plugin.db 忽略）
- browser-harness（含 windows 环境 envs/）维持忽略不提交
